The Finance Manager is a position within Council’s leadership team and reports directly to the Director Corporate Services. It is responsible for the overall finance functions of the organisation, including management reporting, audit processes, budgeting, accounts payable, accounts receivable, payroll and rate receivals. This position is responsible to lead and oversee improvements of financially related internal control and processes across the organisation and to support the operations of Council through effective management of financial services.

This role is responsible for managing four other positions within the Financial Services team.

Key Requirements :

• Experience in leading a skilled team
• Minimum 5 years experience in similar role
• A thorough understanding of financial governing practices for Local Government
• Experience in being system administrator for financial systems and platforms
• Advanced skills in Excel and proficient in utilising reporting tools
• Ability to manage competing demands, solve complex problems and make appropriate informed decisions
• Demonstrated ability to contribute to and lead high performing team environment
• Exceptional attention to detail, ability to work to tight deadlines and work independently

Job Responsibility:

Financial Management

1. Develop, implement and monitor appropriate financial systems, procedures and internal controls to support the efficient and effective operations of the financial functions of Council, including:

• Ensuring Council, the CEO and management receive the financial information they need to make informed decisions regarding resource allocation and performance.
• Budget development and monitoring
• Assisting managers with financial understanding and decision-making tools
• Meeting all financial related compliance and statutory requirements.
• Managing Councils funding agreements and acquittals
• Engage continuously with management to ensure that financial reports are timely and meet decision-making needs.
• In partnership with responsible managers, ensure that all grant compliance requirements and financial acquittals are met.
• Develop and monitor the long-term financial plan, provide clear information about the long-term financial strategy.
• Ensure compliance with Australian Accounting Standards, the Local Government Act (and regulations), Australian Taxation Office, Council’s Policies and other applicable obligations.

Transactional Finance

2. Manage transactional finance functions including payroll, accounts payable, and accounts receivable and ensure they operating efficiency in compliance with statutory requirements and Council Policies. Responsibilities include:

• Introducing and maintaining sound transactional internal controls
• Implement effective systems and procedures
• Formal procedures for daily, weekly, payroll and monthly tasks and reconciliations reflecting sound internal control and oversight.

Treasury Functions

3. Monitor and manage Council’s cash flow requirements to maximise benefits from reserves, whilst ensuring that here are sufficient funds to meet operational requirements, including early identification of potential liquidity issues.

Leadership

4. Provide leadership for the finance team, including demonstrating the desired behaviours and integrity reflected in Council policies, supporting staff development and competencies, mentoring and training staff as required to ensure transfer of skills.

5. Build financial understanding and capability of managers across council through engagement and effective financial management leadership.

Audit and Risk

6. Manage the Preparation of the Annual Financial Statements and the audit of those statements.

7. Provide support and report to the Audit and Risk Committee on financial management , internal controls and audit issues.

8. Implement the risk management framework as it applies to Council financial management

Other

10. Support the CEO and Directors with financial related advice and reports as requested.

11. Other duties as reasonably requested by you throughout the duration of your employment.
