Peraton Hiring for IT & Cyber Security Project Manager – Space Programs at Maryland Line, Maryland Full Time

Peraton is seeking an IT & Cyber Security Project Manager at either the White Sands Complex (WSC) near Las Cruces, New Mexico or at the Goddard Space Flight Center (GSFC) near Greenbelt, MD to manage a series of IT modernization NASA Space Network projects. The selected candidate will be responsible for the day-to-day tactical duties, oversight, coordination, and management for each assigned project within the program guidelines set by the Program Manager, Department Manager, and Customer.

Peraton is the prime contractor for NASA at the White Sands Complex (WSC) near Las Cruces, New Mexico and Goddard Space Flight Center (GSFC) in Greenbelt, MD. Operating here are two functionally identical satellite ground terminals: The White Sands Ground Terminal, and the Second TDRSS Ground Terminal. These ground terminals ensure uninterrupted communications between various ground stations, NASA’s orbiting fleet of Tracking and Data Relay Satellites (TDRS), customer spacecraft (satellites), and the computer systems that support such spacecraft. WSC and GSFC serve as an interface for distributing satellite data to control centers and scientists who then use the daily influx of data to expand our ever-growing knowledge of the Earth and the universe.

This position will have a specific emphasis on project portfolio management of Cybersecurity aspects of a complex ITSM/OT environment:

• Support senior IITS Leaders to manage portfolio of projects which are carried out by a team of IT professionals responsible for the overall cybersecurity posture of the program and its IT and OT assets, as well as compliance with customer and Federal security mandates and reporting requirements
• Maintain and support ongoing planning and implementation existing and emerging IT and cybersecurity requirements into a complex environment which includes traditional ITSM systems, as well as mission based Operational Technology (OT)
• Maintain project portfolio using project management techniques to monitor health, performance, duration, risks, and other related characteristics to maintain visibility into overall execution performance of cybersecurity projects on the Program
• Participate and contribute to management, prioritization, and execution of a portfolio of projects in which cybersecurity is a component, including resource management, collaboration with Project Management teams, and collaboration with engineering and ITSM teams
• Develop and grow existing and new team members to foster collaboration, career development, and a culture of ownership and accountability in ITSM/Cybersecurity Excellence
• Manage and improve individual mission and cross-collaborative approaches across the SENSE program
• Through active collaboration across the program, and through disciplined Cyber Project portfolio management techniques, foster a mature IT and Cybersecurity practice across the program which will:
• Maintain a proactive IT and Cybersecurity environment and culture
• Use project management tools and techniques to maintain repeatable processes around inception, management, performance management, and closure of IT and Cybersecurity projects
• Manage the review, planning, and preparation of Assessment and Authorization processes for program projects with Information System Security Officers (ISSO)
• Facilitate annual system reviews, including internal and 3rd party Control Assessments
• Provide guidance, monitor, and report on the program Plan of Action and Milestone (POAM) closure and reporting process
• Identify and implement IT Security infrastructure tools, use-cases, and system designs to reflect trending global events and cybersecurity vulnerabilities
• Ensure compliance with NASA IT and Cybersecurity policy and procedures
• Interface with NASA IT and Cybersecurity personnel, including Security Control Assessors
• Manage diverse teams focused on effective and efficient management of Windows and Linux Systems, IT and Networking Infrastructure, and Operational Technology that is critical to real-time mission services

REQUIRED EXPERIENCE

• A Bachelor’s Degree and 10+ years of directly related technical experience; a MS degree and 8+ years of experience; without a degree,14+ years of related technical experience may be considered
• 5+ years project management with ITSM or Cyber Security specific aspects or focus
• 10+ years of project management experience in complex, enterprise scale environments (preferably Federal)
• Experience in managing and operating systems and processes which provide visibility into the health, performance, and metrics of project execution, in a multi-project portfolio
• Experience with MS Project, or similar project management tools
• Familiarity with ATO in the context of Federal IT/OT systems
• Experience with IT Security and/or IT Systems process and plan documentation
• Familiarity with NIST 800-53 and DISA STIG requirements and their applicability to implementation and operation of US Federal IT/OT system
• Demonstrated ability to lead and motivate teams in a complex environment
• Experience working across teams including other contractors to facilitate collaboration toward common project goals and outcomes
• Ability to travel up to 20%
• This position requires the ability to obtain and maintain a DOD Secret security clearance, which requires a US Citizen

DESIRED EXPERIENCE

• Current Project Management Professional (PMP) certification
• Previous experience working in the NASA IT/OT environment, or similar DoD, Intel, or other mission focused environment
• Previous experience with any Federal Agency ITSM operations and project management
• Experience with concepts related to FedRAMP, and other authorization/certification and endorsements for systems operating in the Federal space
• DSCA FSO Program Management curriculum certificate
• Experience in identifying and implementing process improvements efficiencies
• Ability to multitask effectively between program projects, subcontractor personnel, and project civil servant community
• Good communication skills – able to run meetings with project teams and coordinate with technical and non-technical staff
• Excellent teamwork, collaboration, and proactive interactions
• CISSP Certification
• An active Secret clearance
