Plans, organizes, directs and controls the activities and staff involved in the development, implementation, and administration of human resources training and development programs through the Employees’ University. Schedules and conducts training classes. Conducts research to asses training needs and requirements throughout the county. Develops, manages and conducts a variety of training programs including areas such as first line supervisory training, management development, organizational development, skills training, talent management, succession planning and e-learning solutions. Continually reviews the availability and applicability of established training programs or services for possible use with the county. Develops criteria for evaluation of training effectiveness and conducts research to measure success and return on investment (ROI) of programs and training activities. Develops course content and materials for both instructor-led and online courses. Writes storyboards and uses software tools to develop and deliver online courses. Provides planning and coordination for a multitude of annual events managed through the Employees’ University.
MINIMUM QUALIFICATIONS
Require a broad knowledge of training techniques, methods, theories, materials, and programs. Graduation from an accredited college or university with a bachelor’s degree plus six years of experience in a field closely related to these duties; OR an equivalent combination of related education and experience.
ESSENTIAL FUNCTIONS
Collaborates with internal and external partners to design education and learning programs/courses to align with business needs of agencies.
Designs, develops and delivers training courses as needed.
Administers and processes contracts with partner organizations (e.g. U of U and SLCC); reviews and recommends approval of county agency requests to hire trainers.
Spearheads the development and implementation of new and (ongoing enhancements of) existing online courses and other online educational resources.
Coordinates courses, contract/internal instructors and logistics for learning events.
Responsible for managing the program budget, developing project plans and tracking and reporting on program deliverables and measurements.
Manages the Supervisory and Management Certification programs.
May supervise staff which includes hiring, orienting, training, assigning and reviewing work performance, conducting annual work performance appraisal and discipline.
Provides leadership and coordinates meetings for the Employees’ University Board of Directors and Learning Councils.
Manages the day-to-day operations of Salt Lake County’s Tuition Reimbursement Program.
Provides event planning and event coordination for annual events managed through the Employees’ University.
As directed, responsible for the day-to-day management of the Employees’ University.
Surveys customers and collaborators for feedback to cultivate and support a culture of constant improvement.
Develops evaluation metrics to assess effectiveness of initiatives and within ongoing programs.
Prepares and monitors program evaluations and measures learning efforts.
Assists in the development and management of marketing efforts to promote, brand and communicate learning and development programs.
Prepares innovative, creative and effective marketing material and general scheduled communication to employees via available electronic delivery methods using current technologies.
Performs all other duties and assignments as provided by HR management.
