Job Purpose
The Post Holder will lead designated Directorate Leadership Team in setting budgets, monitoring, forecasting and reporting its financial position. Embedding efficiencies, identifying risk/opportunity and tacking difficult planning/prioritisation decisions. Ensuring that the Directorate has the relevant resources in order to deliver its activities with its Operational plans for both current and future years.

• Deliver effective and efficient finance advice to Directorates on management and allocation of resources by Funding Stream/ Activity and financial performance, aligning it to operational performance, identifying and recommending actions on areas of financial risk and efficiencies, supporting the improvement of budget manager competencies.
• Responsible for providing advice to Directorates on the impact of 5-year medium term plans (by Funding Stream/Activity), avoiding cross-subsidisation and taking account of upcoming changes, corporate priorities and unfunded pressures.
• Support Directorates in the prioritisation and distribution of resources to deliver corporate objectives in their short-term business plans.
• Support Directorates in the monitoring of its financial performance, aligning it to operational performance, identify areas of risk/opportunity to Director/Leadership Teams and provide expert advice on decision making.
• Provide expert financial advice and guidance on technically complex areas such as workforce planning, income, activities and funding streams and also external facing support to groups such as Public Service Boards.
• Advocate compliance with our Financial Scheme of Delegation, identifying and then either resolving or referring issues to the specialists for resolution.

Qualifications or Knowledge

• Qualified CCAB approved qualification or qualified by experience.
• Experience working within Finance environment at a professional level.
• Knowledge of ‘Managing Welsh Public Money’ Principles & HMT’s ‘Classification of Receipts’.
• Understand a wide range of our business and environmental activities.
• Understand, interpret and provide advice and solutions on technical and complex financial matters and communicate the results to non-finance staff in an understandable and engaging way.
• Knowledge and understanding of our Finance Scheme of Delegation with an ability to advise others.
