This position is advertised at 37 hours per week.
To assist Deputy Financial Controller in the promotion of best practice in all areas of financial activity within the Naval Base, ensuring compliance with statutory requirements, external regulatory guidelines and Navy Command (NC) directives.
To ensure all Accounting Operations within ORACLE are actioned iaw MOD accounting policies. Responsible for production of monthly reports identifying movements in NBC(D)’s balance sheet and provision of Management Information and financial advice to local Budget Holders & Managers. Ensuring end of year accounts reflect a “true and fair” view of the business prior to NAO annual Audit.
To ensure in year forecast information from across the Naval Base is aggregated and analysed and an agreed position is reported to Navy Command by the agreed dates. Production of management reports to enable the Financial Controller and Management Board to take action to meet the Naval Base Commanders management plan.
Deputise for Deputy Financial Controller when required to do so.
The postholder must adhere to the NBC(D) Diversity and Inclusion Policy.
Lead Team to ensure that people individually and collectively achieve their potential in delivering business performance. Ensure Performance Appriasal Review’s, Personal Development Plan’s and Training Plans are completed in time and the Human Resource Management System is updated.
Improve business efficiency and effectiveness by providing timely accurate and relevant management information to Resource Managers and Directors to aid decision making. Provide expenditure reports to Financial Controller two working days before Board Meetings.
Provide monthly forecast data to the Financial Controller to enable an agreed monthly position to be reported to Navy Command by the end of each month.
Achieve unqualified NBC(D) accounts by ensuring compliance with audit report recommendations and assurance reviews. Produce audit packs at AP’s 6, 9 and end of year to support Navy Command and NAO audits.
Ensure the Planning, Budgeting & Forecasting system reflects accurate monthly forecasts and all relevant information has been completed iaw issued timetables and instructions. Ensure ORACLE accounting system is closed iaw the issued timetable. Undertake scrutiny and validation of the financial data.
Process Asset Change Notifications to ensure MoD asset registers are maintained.
Support other finance areas as directed by Financial Controller or Deputy Financial Controller
Adhere to the NBC(D) Diversity and Inclusion Policy.

The post does not offer relocation expenses. External recruits who join the MOD who are new to the Civil Service will be subject to a six month probation period.
