JOB DESCRIPTION
SUMMARY:
Responsible for management of talent acquisition functions, including the development and implementation of recruitment strategies, sourcing and screening capabilities, pipeline development across diverse candidate pools, applicant tracking system (ATS) enhancements, as well as, ensuring a positive candidate and hiring manager experience. Responsible for oversight and coordination of contingent worker agreements through contract staffing agencies. Responsible for relocation services through oversight of the Company’s relocation vendors.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Oversees the talent acquisition functions, ensuring development, implementation, and on-going measurement and performance of the same
Designs and implements sourcing practices to attract broad and wide candidate pools
Ensures continuous quality improvement of the departments input to periodic compliance reporting (e.g., E-1 reports, VET-100 report, etc.)
Manages the development and implementation of tactical staffing and recruitment initiatives
Serves as the department liaison for on-going technological efforts in order to facilitate staffing goals, reporting/compliance requirements and partnering to ensure affiliated companies achieve their EEO/AA and diversity goals
Oversees the daily administration of the Company’s temporary agency contracts
Leads and manages the development of annual college/career fair recruiting and oversee the coordination of career fair events
Develops external partnerships to drive an internship program focusing on the development and enrichment of student success
Manages all talent acquisition activities including outreach to active and passive candidates, reviewing candidate credentials, participating in prescreening and interviewing activities, and offer negotiations
Creates and drives positive experiences for candidates and hiring managers in all interactions
Trains and mentors hiring managers and recruiters how to evaluate candidates for highest quality-of-hire
Develops effective metrics for measuring and assessing performance of the function to include: quality of hire, time-to-fill, cost per hire, candidate experience, etc.
COMPETENCIES:
Experience with multi-state recruiting strongly preferred
Broad experience with development and implementation of effective recruitment strategies
Thorough knowledge of federal and state employment laws
In-depth knowledge of applicant tracking systems, Internet sourcing, and candidate selection tools
Demonstrated leadership skills with a philosophy of creating a high-trust culture and employee empowerment
Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures
Ability to plan and evaluate programs
Ability to develop, plan, and implement short- and long-range goals
Ability to work effectively with a wide range of constituencies in a diverse community
Employee development and performance management skills
Teaching and facilitation skills
Ability to gather and analyze statistical data and generate reports
Knowledge of management principles and practices
QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
Bachelor’s degree (B.A.) from four-year college or university with seven to nine years related experience, including four years of management experience, or equivalent combination of education and/or experience related to the discipline.
Master’s degree preferred.
CERTIFICATES, LICENSES AND REGISTRATIONS:
Current (S)/PHR Certification preferred
AIRS Certification(s) preferred (CIR, ACIR, PRC, etc.)
SUPERVISORY RESPONSIBILITIES:
Responsible for directly supervising both professional-level and technical support personnel, including work assignments, performance management, evaluations, staffing and recruitment, compensation, training and development, disciplinary actions, and termination.
COMMUNICATION SKILLS:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
Ability to write reports, business correspondence, and procedure manuals
Ability to effectively present information and respond to questions from management, clients, customers, and the general public
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community
MATHEMATICAL SKILLS:
Ability to apply concepts of basic algebra and geometry
COMPUTER SKILLS:
Strong knowledge of computerized information systems used in human resources applications
Strong knowledge of Internet recruitment techniques (e.g., Boolean search or other query methodologies)
Proficient in spreadsheet, email, and word processing software
ANALYSIS AND PROBLEM-SOLVING ABILITY:
Provides Senior Management with analysis and recommendations for improvements in systems, processes, technology, and overall performance, efficiency, and resource utilization. Ability to analyze Company-wide/multi-state recruitment needs and develop complex recruitment strategies and tactical plans. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
PHYSICAL DEMANDS:
While performing the duties of this Job, the employee is regularly required to sit for long periods of time and communicate effectively with others. The employee must occasionally lift and/or move up to 10 pounds.

May require travel including out-of town, overnight trips.

Salary Grade: G04

$90,707 – $122,454 – $154,202
