Job Summary
The Talent Acquisition, HR Specialist is responsible for sourcing, screening and recommending candidates for positions as well as onboarding new hires. This person must understand, model and represent CIAT values. This person will identify opportunities to build applicant pools, establish trust and partnerships with managers, identify potential “fit” through effective interviewing, effectively administer the interviewing and onboarding process, and ensure a positive new hire experience. Developing and executing recruitment plans and strategies are primary responsibilities to ensure hiring goals are met with the best possible talent. All activities must be in compliance with company policies, and other regulations, as appropriate.

Talent acquisition 80%
Planning/ Searching

• Develop recruiting strategies to attract and acquire talent to the organization, in partnership with HR director and hiring managers
• Strategically place and monitor advertisements to the target population, actively recruit using social media such as LinkedIn, job boards, online communities and staffing agencies.
• Locate qualified applicants(passive) using databases, searches, online job boards such as Indeed, networking, etc.
• Utilize creative recruitment techniques by researching and recommending new sources for active and passive candidate recruiting
• Stay abreast of recruiting trends and best practices. Identify, recommend and implement process improvement changes and best practices.
• Work with staffing agencies and/or professional groups in the course of conducting employment advertising campaigns to promote the company image and brand
• Identify opportunities to increase employment brand recognition and partner with marketing department to update the careers page, social media outlets, and other platforms.
• Communicate with managers and employees regularly to promote the referral program and internal opportunities
• Constantly refine and streamline the recruitment processes to ensure that amazing, talented, and qualified people are applying
• Work with hiring managers to maintain up to date job descriptions and understand the skills and competencies required for openings

Screening/Interviewing

• Manage the interview process, by scheduling and participating on virtual interviews, as needed
• Conduct candidate phone screens and in-depth interviews using behavioral-based questions in accordance with federal and state laws
• Manage and track training of managers and employees on best and effective interview practices, to avoid bias and subject opinions
• Coordinate virtual interview process with candidates and hiring manager/panel
• Update candidate’s status in the ATS and generate email responses

Onboarding

• Create offer letters, maintain applicant tracking system, recruiting reports and other staffing administration functions as needed
• Negotiate complex offers and support hiring managers in finalizing offers
• Submit online requests for background checks, I-9 and verification of employment, review satisfactory completion and contact responsible parties as needed
• Start onboarding process and prepare necessary new hire paperwork
• Notify identified stakeholders and IT of all new hires in order to set up employee number, email, extension, and schedule new hire orientation
• Facilitate HR orientation and onboarding for all new hires, conveying the organization policies, procedures, and values
• Input and update HRIS system (Paylocity) and Benefits System (Employee Navigator) with new hire information in a timely manner for payroll processing and benefit eligibility

Other HR duties 20%

• Assist with leave tracking, timecard review, payroll, processing terminations and preparation of paperwork
• Assist and be available to participate in performance, coaching and counseling meetings
• Assist with audits, internal and external, and electronic naming and filing of documents
• Submit employee data reports when requested from management
• Respond to inquiries of employees, verifications of employment, EDD, etc.
• Recommend employee relations events to establish a positive employer-employee relationship and promote a high level of employee morale and motivation
• Assist in administering events and morale initiatives, championing employee participation in all HR initiatives
• Maintain employee confidentiality and protects operations by keeping human resource information confidential
• Must be a role model for company’s culture and provide great customer service to internal and external customers
• Make photocopies, fax documents, scanning, mailing, filing, shipping and performs other clerical functions
• Assist with other projects? as needed

Requirements:

• At least 3 years of talent acquisition experience required
• Agency or corporate recruiting experience in IT and/or higher education industry is preferred but not required
• Candidates with previous HR experience will be given preference, if not, must be willing to learn other HR duties
• Bachelor’s Degree and/or Certification in Human Resources preferred (aPHR, PHR, SPHR)
• Strong sourcing ability utilizing job boards and social media
• Must be able to maintain an active and professional LinkedIn profile
• Solid ability to conduct different types of interviews (structured, competency based etc.).
• Hands on experience with various selection processes (video interviewing, phone interviewing, reference check etc.)
• Deep understanding of employment laws and regulations
• Self-starter, able to work effectively with minimal supervision while maintaining communication with supervisor and hiring managers
• Excellent written and verbal communication skills; excellent attention to detail and strong planning abilities
• Experience with Paylocity a plus
• Strong organizational and communication skills and the ability to manage multiple and rapidly changing priorities to meet the needs and expectations of employees
• Self-motivated with a strong work ethic; dedicated to quality, quantity, and timeliness of results
• Able to handle sensitive information with a high degree of confidentiality
• Possess high ethical standards, being an example of professionalism to others
• Demonstrated ability anticipate needs and exercise independent judgment
• Excellent analytical skills, problem resolution skills and general business acumen
• Proficient skills in MS Office software products, including Outlook, Word, Excel, PowerPoint, and MS Project and ability to learn additional software products
• Exhibits a high degree of flexibility in adapting to a rapidly changing environment
• Position may require work responsibilities outside of normal business hours to accommodate business needs and deadlines
• Reliable transportation to go on campus, attend seminars/trainings, recruiting events, if required

Supervisory Responsibility
This position has no supervisory responsibilities.

Position Type and Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday. Occasional weekend and evening hours may be required.
