Job Description

Minimum Qualifications:

Education

• Bachelor’s degree in Education, Instructional Design, or similar discipline
• In lieu of a Bachelor’s Degree, a High School Diploma and four (4) years of training program administration experience

Experience

• Five (5) years of experience in the development, administration, and/or implementation of large scale operations training programs, to include a minimum of two (2) years in a middle manager or higher-level capacity, responsible for leading and ensuring a qualified and well-trained work force

Certification/Licensure

• N/A

Preferred

• Expertise in Rail or Bus Transportation, specifically Operations Control Centers

Mission Essential Designation:

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary:

The Assistant Director, RAIL/BUS Transportation Training is responsible for assisting in the effective design and development of and implementing the delivery of technical and supervisory training programs for the appropriate transit service operations department. The incumbent establishes training standards of quality as well as the short and long-range strategic goals working closely with the Director Transportation Training.

In addition, the incumbent collaborates with Operations senior-level management to effectively and efficiently provide quality training that meets operational requirements.

Essential Functions:

• Maintains technical knowledge and understanding of state-of-the-art technology in order to manage employee training programs. Manages the instruction of proper and safe methods for providing transportation services while ensuring alignment with the Metro’s Safety Rules and Procedures Handbook (MSRPH).
• Assists in planning, coordinating and directing all aspects of budget preparation and execution. Assists in managing all training activities to ensure activities are accomplished safely, efficiently, economically, and in conformance with assigned mission, goals and objectives.
• Develops and supports plans, policies, procedures, operating rules and regulation revisions as instructed by the Director to accomplish the Washington Metropolitan Area Transit Authority (WMATA)’s transportation service operations training mission.
• Attends and participates in meetings and planning sessions, within and outside the Authority, to carry out the functional responsibilities of the corresponding transit service operations Training Department.
• Develops scheduling and control procedures for training. Establishes management objectives, develops performance indicators, and maintains workload measurements.
• Collaborates with management to develop and evaluate training programs. Identifies training needs and recommends cost-effective resources, education courses/programs, and vendor training to replace or augment existing transit service operations training. Represents the corresponding transit service operation and serves as a member on Authority training committees and task forces.
• Prepares and presents timely reports on class performance, instructor/student pass/fail rates, student certification analysis, and comparisons to previous classes. Identifies problems, trends and other concerns and related corrective actions.
• Identifies training needs and determines objectives, goals, and methods of instruction for curriculum and lesson plans. Evaluates efficiency and cost effectiveness of program content and methods of instruction. Observes, evaluates, and recommends improvements in teaching techniques. Ensures modifications and/or new equipment are incorporated in instruction.

OTHER FUNCTIONS

• Develops, administers and implements employee selection and promotional procedures, reviews eligibility standards and supervises the transfer/promotion of rail operating employees, ensuring compliance with Federal regulations guidelines, Collective Bargaining Agreements (CBA) and WMATA policy.
• Performs special assignments specified by the Director, Rail Training and the Managing Director, Operations Management Services (OPMS).
