The Talent Acquisition Specialist handles and provides support for a wide variety of activities related to the Agency’ s Human Resources function. As a key member of the HR team, The Talent Acquisition Specialist is primarily responsible for the full life-cycle recruiting process, including sourcing, screening, interviewing, hiring, onboarding, pipeline building, advertising utilizing social media, job boards, and career page. The TA Specialist will work closely with hiring managers and the HR Director to develop hiring objectives and strategies to meet agency needs. This role is responsible for delivering the best candidate experience for internal and external candidates by moving them through the recruiting process quickly, professionally, and with clear communication.
ESSENTIAL FUNCTIONS
  • Execute full life-cycle recruitment, including sourcing, screening, interviewing, selection and onboarding.
  • Conduct initial assessments of applicant qualifications by screening resumes and phone screens. Administer approved and validated employment assessment tests to ensure candidates are suited for positions when required.
  • Coordinate, schedule and facilitate candidate interviews.
  • Manage candidates in the Applicant Tracking System (ATS) ensures timely input of updates and follows through on all resumes and applications received to ensure that proper correspondence is sent to applicants.
  • Inform job applicants of details such as duties and responsibilities, compensation, benefits, schedules, working conditions, or promotion opportunities.
  • Partner with hiring managers to successfully fill positions by gathering the appropriate requirements of the job opening, training on all aspects of the recruiting and hiring process and gathering feedback regarding candidates.
  • Manage pre-employment and onboarding activities for new hires including, but not limited to offer approval, extending offer, pre-employment screening and paperwork, and onboarding documentation
  • Ensures that applicant records and statistics are properly maintained; ensures that all phases of the employment process are in full, legal compliance with federal and state regulations and agency employment policies and standards.
  • Promote employment opportunities at SCAN, Inc. by demonstrating and communicating a strong knowledge of agency’s programs, history, benefits, growth, and accomplishments.
  • Complete hiring process according to defined metrics to minimize overall time-to-start.
  • Maintain and prepare accurate reporting and fully utilize the Applicant Tracking System. Utilize metrics to communicate trends, track effectiveness of sourcing methods, cost per hire, budgets, etc.
  • Prepare and maintain employment records related to hiring, termination, leaves, transfers, or promotions utilizing the agency’s HRIS. Process employee status changes in a timely fashion.
  • Act as a point of contact and manage the whole candidate experience to ensure that the sourcing, recruiting, and pre-employment checks run smoothly contributing to a positive candidate experience.
  • Build and maintain a solid pipeline of qualified candidates resulting in a steady flow of perspective hires.
  • Actively source candidates through various sourcing methods and tools, including the agency’s career website, cold-calling, networking, social media, internet job boards, associations, and other creative sourcing techniques and approaches.
  • Develops and maintains a network of outside contacts including recruiters, agencies, professional organizations, colleges, and alumni groups to help identify and source qualified candidates.
  • Continuously work on ways to improve the recruiting process and candidate experience. Stay current on creative recruiting trends and practices.
  • Attends job fairs and other community and professional recruiting events to develop high job applicant flow and to develop additional sources of qualified candidates.
  • Knows, understands, incorporates, and demonstrates SCAN, Inc.’s Mission, Vision, and Values in behaviors, practices, and decisions.
  • Interpret and explain human resources policies, procedures, laws, standards, or regulations.
  • Maintain current knowledge of Equal Employment Opportunity (EEO) and affirmative action guidelines and other employment laws, such as the Americans with Disabilities Act (ADA),
  • Assist with exit interviews and ensure that necessary employment termination paperwork is completed.
  • Serve as backup, schedule/conduct new employee orientations. Coordinates with the HR team for a smooth onboarding process.

QUALIFICATIONS (CORE COMPETENCIES, SKILLS AND EXPERIENCE)
  • Excellent verbal and written communication skills. Strong interpersonal skills.
  • Highly motivated with a strong work ethic, adaptable, flexible and above all professional and positive.
  • Goal-oriented and results driven with a strong sense of urgency and initiative to prioritize workload is required.
  • Time management, strong attention to detail, and ability to multi-task and manage several priorities and assignments at one time.
  • Team player, ability to build strong relationships and work successfully with all levels of the agency and work autonomously. Demonstrates success achieving goals and objectives with limited direction.
  • Proven skill in networking and developing relationships.
  • Ability to maintain high level of confidentiality and use proper judgment
  • A working knowledge of general HR concepts, practices, laws, and procedures preferred
  • High degree of independent decision making and problem-solving capability.
  • Experience with recruiting technology and tools, such as LinkedIn, Handshake, Indeed etc.
  • Strong computer skills to include Applicant Tracking System experience and MS Office (Word, Excel, Outlook, etc.)
PHYSICAL DEMANDS
  • Ability to work within an office environment utilizing standard office equipment.
  • Requires the ability to talk, hear, listen, read, write, sit, stand, lift, pull, bend, or stoop, as necessary.
REQUIRED EDUCATION
  • Bachelor’s Degree in Human Resources Management, Business Administration or a related field, or equivalent combination of education and experience.
  • Minimum of 2 years of full life-cycle recruitment experience with a demonstrated track record of sourcing, recruiting, and hiring.
  • PHR or SHRM-CP, preferred
