SMC Infrastructure Solutions (SMCiS) is recruiting for a Business Development Director to play a significant role in formulating and executing our growth initiatives, strategy development and overall business acquisition process. The Business Development Director is responsible for generating brand awareness in the local market and identifying commercial, federal and private business development opportunities. SMCiS provides turnkey Inside and Outside Plant telecommunications infrastructure construction. Headquartered in the National Capital Region, SMCiS serves a wide variety of industry sectors, from federal and local governments to commercial and private companies throughout the Mid-Atlantic and beyond. SMCiS is a wholly owned subsidiary of Argan, Inc. (NYSE: AGX).

Primary Responsibilities:

• Identify upcoming business opportunities that match SMCiS’ relevant capabilities.
• Interface with senior and operating management along with teaming partners to develop and implement strategies and plans for successful opportunity capture.
• Lead the estimating team to develop proposal responses, including working with subject matter experts, proposal team, contracts, pricing, and talent acquisition.
• Develop strong relationships with government, commercial and private customers and industry partners to qualify opportunities, gain an understanding of customer requirements and develop solutions to meet customer’s needs.
• Build and maintain a qualified pipeline of opportunities enabling SMCiS to reach its strategic growth and profitability objectives.
• Manage and provide ongoing reporting of the opportunity pipeline throughout the full life cycle: identification, qualification, capture, proposal, and contract negotiation to award.
• Execute business and strategic plans aligned with SMCiS’ strategic goals and mission, capitalizing on the Company’s capabilities and industry strengths.

Qualifications:

• Strong leadership ability, organization and persuasive skills are key to excelling in this role.
• Bachelor’s degree or equivalent combination of education plus business development experience and operations/project management experience in a commercial or federal setting.
• Demonstrated ability to execute the business development function with minimum supervision.
• Have a strong network of customer and teaming partner contacts.
• Effective leader/participant in formal presentations to clients and potential teaming partners; proven record of accomplishment of building winning teams as well as successfully negotiating with potential team members as to roles and participation.
• Working knowledge of the Federal procurement process (FAR regulations), and a demonstrated proficiency in understanding government agency acquisition plans.
• Experience in preparing, reviewing, and negotiating proposals and contracts with a strong knowledge of commercial contractual terminology and risk allocation.
• Strong proposal writing and review experience and sophisticated communication skills (both oral and written).
• Computer savvy with solid experience using Microsoft Office Suite including Word, PowerPoint, Project, Excel, Outlook and Teams.
• Military or Government experience is a plus.
• Must be able to obtain a security clearance at the Secret level. Active Secret clearance is highly desired.

• Leading capture of large priority DoD and commercial opportunities.
• Win methodologies, competitive assessments and strategy development.
• Ability to lead and provide direction for cost proposal development.
• Demonstrated ability to coordinate with the matrixed resources to develop RFI and Sources Sought responses.
• Excellent interpersonal, problem solving, and business acumen.
• BICSI, RCDD and/or PMP certifications is a plus.

Pay: $65,000.00 – $100,000.00 per year

COVID-19 considerations:
SMCiS has a regular cleaning crew come in multiple times a week to clean the offices and sanitize all surfaces. We also require all customers and employees entering the office wear a mask.
